Scuppers on 273 Chase

Hi all. I am in the process of buying a 2004 273 Chase with twin F225. I noticed the bottom paint comes up above the aft side scuppers, and the scum line leads me to believe these scuppers sit below the water line. Is this normal / by design?

They sit below the waterline on my Gulfstream 232G. The deck is above waterline and the scuppers have rubbers flappers on them that keeps the water out when not moving.

They do sit at or under water on some models. My 2006 Marlin rear scuppers are above the waterline even with a full tank of fuel. The 2005 manual that I have says the max HP is 500.
GW didn't list the weight specs for the transom. While it might be ok, I'd suggest having the drain hoses that go from the deck drain to the scuppers examined during your survey. They have been know to deteriorate over time and that would allow water to enter directly into your bilge. Those hoses are a PIA to have replaced, so might be good to have this as a contingency to have the current owner do it before you buy the boat.
