Small GelCoat repair

I bought the kit from GW dealer for Gelcoat repair. Noticed 2 small(size of dime) indents on hull above water line. Do I need to pre sand before applying the paste? Or is there something else I need to apply to make sure the paste adhears to the spot?

After done, I guess just sand lightly then compound and wax?

[NOTHING ELSE MATTERS]

Picture of the area will be the best for us to see. When you look at the "indent" do you see fiberglass "hair" or is it just a gelcote chip?
