Steering ram - should it do this?

Should this arm be move independently from the one on the other side? My other boat doesn't, but the new twin engine boat does... and the ram is leaking despite the previous owner claiming he replaced the seal. I'm wondering if I'm getting too much side load 9n the ram and it can't seal.
 
Usually they are seized up and difficult to remove. May be an indication that the previous owner did have things apart to change the seals. I don't think its a problem - just tighten both nuts up.

If the seal is leaking inspect the shaft. If it's not perfectly smooth replace the complete ram otherwise it will chew up a new seal. If you do replace the seals use SeaStar originals not the aftermarket ones.
