stress cracks/delamination, trim tabs

I just had a 2001 Sailfish surveyed. A couple of concerns:

There are stress cracks and delamination of the gelcoat, about 2" X 10", with water between the layers on both sides of the transom - upper trailing edges, outside of the motors (twin 200HPDI). Does anyone have a solution to this weak point so I do not have to re-do it every few years???

The trim tabs , factory, do not seem to work. They raise and lower then stop. Then only one raises and the other stays where it is, and vice versa. Fuses, lines and switches all check out. Any thoughts?
 
With so many used boats available I think I would pass on one with a de-lamination issue. Water in the transom can be a major issue. Isn't that what you try to avoid with a survey? Good luck with your purchase
