1997 F-26 Tiger Cat, In the Motor Wells (i think that's what its called) there are drain scuppers. Im looking for stainless steel scuppers. I have slowly been replacing all the plastic thru hull fittings with SS. These scuppers are different as there is no hose that goes on them. I have found them in plastic but not SS. There is a 4 screw flange on the outside, like the one in this link. Anyone know if there is any SS ones available?

What you have pictured there is only the outside of a scupper assembly. It's the flapper part. Meaning, it's a separate part from the thru-hull piece and can be used by itself or along with a thru-hull (with or without a hose). It simply installs OVER the thru-hull part. Personally I've never seen a flapper assembly made from SS. However, there are thru-hulls with an internal flapper (an all in one assembly) and some of those are made from SS. Attwood is one of those that makes them. There are styles made with barbed ends to accept hose and also panel-mount styles which may work for you. However, you may need to enlarge the current hole that goes through the transom. The panel mount can either be cut down if it extends too far, or you could epoxy it in place - but the latter could create an issue down the road if you have to replace it.

My suggestions...

-- Stick with the original, white, PVC flapper assembly.
-- Go with a panel mount, SS scupper/flapper assembly that goes completely through the transom. Enlarge the hole, if needed, epoxy coat the interior of the hole for protection from water. You will see the nut on the inside of the transom. Go to Attwood's site and look at these.
-- Find a machinist that can turn a chunk of SS into the exact copy of that white, PVC piece
-- Last, but not least, hope that someone else responds with info about a readily available SS piece.

Yes, I understand that the plastic piece with the flapper just bolts on. I can make one myself on the lathe but not really worth the effort if I can buy one ready to go. I haven't taken it apart yet but if it is like others I assume that the part that goes thru the transom just slips together with sealant? I'm not sure what the panel mount Scupper is but I'll research it. Ill probably just go with the plastic I just hate plastic, looks cheap and it gets brittle over time.

Those plastic things actually tend to last quite a long time. Partly because they don't really get the "full" UV rays since they're vertical and not on the topside of the boat. But, yes, I understand the aesthetic point of view and certainly SS is will last much longer than the plastic.

A panel mount is... think of a bolt and nut with the transom in between. In essence, it's "through-bolted", although in this case the "bolt" is hollow.

If you can turn them yourself, and can make them cost-feasible both for you to make a few bucks and for people to buy.... Assuming, of course, no other company is already doing it.
