Radio receives transmissions and when I PPT I see the mic indicator on the radio. No response from Sea Tow's VHF radio check. Didn't have my hand held with me, need to bring and check. Any ideas if the handheld works? Should I check the antenna mic or radio (in what order)?

You should test with a nearby radio. The distance coverage for handhelds can be a lot shorter than a regular VHF radio with a taller antenna.
Also, have you tested the auto radio check feature in your area. It doesn't work everywhere.

Yeah, need to check with another radio. Could be the speaker in mic. I would check antenna connection.
 
Yes, you should first test with another radio.

But I've had the receive but not transmit problem at least 3 times over the years. Each time it turned out to be the antenna connector at the radio end.

Those solderless connectors tend to loosen up over time unless the installer knows what they are doing. I've taken to soldering them in addition to crimping. Soldering a PL-259 is tricky since you need to get a drop of solder to flow through a small hole in order to make a good connection.
