This was the boat launch I used last summer on Lake Tahoe. Glad I skipped the season pass for 2021, but shows how the dry winters in the Sierra Nevada mountain range impacts many things.

Looks like it's down roughly 4 feet from the waterline on the seawall.

Can't pick out the concrete for the ramp itself. is it where the paddleboard is lying?

The concrete is not in view, it is right of the picture. Think it's about 3 feet down from last season, but 2 years ago Lake Tahoe was full.

The only working boat launch on the northern shore is the Coast Guard launch.
