Wet Foam in Bracket

I keep getting water in the bracket on my '89 25' Sailfish. The bracket was resealed at the transom, as were inspection plates, but is still taking on water. Could be coming through the plates themselves, I guess.

But the foam in the bracket now seems to be waterlogged. Is there a fix for this? Is it worth digging the wet foam out or should I just tolerate it? The back of the boat seems to sit about an inch or two too low in the water, and I am sure this a big reason.

you might want to give GW a call. can't help with that year, but my '02 232 was not made with foam in the bracket.
