I was having issue with my Yamaha 200 where it would get up to about 32 knots and seem like it wanted to do more but would back off. Last time out granted I had four people plus a dog in my Tournament 192. But I was only getting about nine knots. Any idea what my problem might be?
 
A friend of mine has a 1999 225, had a similar problem. He replaced the fuel pumps, cleaned the O2 sensor and one other thing, and his is back to normal. He's on here, I'll nudge him to fill in the details.
 
Lucky is correct I had a similar issue (engine is an ox66 efi)and replaced vst filter, cleaned o2 sensor, replaced low pressure fuel pumps and that fixed the issues. If your engine is carb that will be different. I would start by checking your primer bulb at high speed to see if it’s collapsing on its self that would indicate fuel starvation. Then look at fuel filters, spark plugs, when were they last replaced. If all that checks ok then probably look at the carburetors.
 
Check the fuel system as described above. There is no O2 sensor unless your engine is EFI. Also, test compression; if low, try de-carbonizing with SeaFoam or Ringfree.

I couldn't resist. Is the motor carbureted or fuel injected?
