Yes, Thank you for the response; I should have been more clear in my question; I found the bypass and loosened as you said; however, even after relieving the pressure, I cannot budge the engine at all. Is it just too heavy? Am I doing something wrong??Look for the manual bypass. It's typically on the stbd side of the engine bracket (or, at least, on the same side as the pump) - sometimes recessed into a hole. You may need a large flat screwdriver or possibly a socket. Sometimes there's even a little embossed picture of an outboard. It will be a captured screw - you should see a circ-clip - meaning, back it out gently till it stops. When you screw it back in, go just barely snug.

The first half of the lift is the worst - until the weight of the engine head starts to counter the lower unit weight. Add more muscleor, just be a little ingenious and use some mechanical advantage... a floor jack to help get started... a come-a-long or ratchet strap to something overhead... you get the idea.
No, in fact i checked the power to it and it (the pump) IS getting power but will not operateJust curious. Does the pump make any noise when you try to activate it?
