Pump for lifting Motor is bad;

My motor lifting motor/pump failed, How do I lift the Evinrude 150 manually to get to the pump housing?
 
Look for the manual bypass. It's typically on the stbd side of the engine bracket (or, at least, on the same side as the pump) - sometimes recessed into a hole. You may need a large flat screwdriver or possibly a socket. Sometimes there's even a little embossed picture of an outboard. It will be a captured screw - you should see a circ-clip - meaning, back it out gently till it stops. When you screw it back in, go just barely snug.

Yes, Thank you for the response; I should have been more clear in my question; I found the bypass and loosened as you said; however, even after relieving the pressure, I cannot budge the engine at all. Is it just too heavy? Am I doing something wrong??
 
"Most" likely... it's just heavy. The first half of the lift is the worst - until the weight of the engine head starts to counter the lower unit weight. Add more muscle :) or, just be a little ingenious and use some mechanical advantage... a floor jack to help get started... a come-a-long or ratchet strap to something overhead... you get the idea.

Just curious. Does the pump make any noise when you try to activate it?
 
try whacking the pump motor housing a few medium taps with a hammer. Try that all by it self as well as while pressing the tilt switch. That wont fix your issue but it may get the pump to run a bit, enough to lift the unit.
