I just purchased a Fisherman 209. It does not have an installed battery charger and I'd like one since I'll keep it in the water. Where would be the best place to install one?

I don't mean to sound cheeky but the best place is close to the batteries
. You may not need a built-in charger though. If you get a good charge when at sea and don't use a lot of power when not motoring, good batteries should maintain a reasonable charge for a fairly long time.
On my older 208 hull, I would charge the batteries at the end of the season and disconnect them for winter. In the spring, the batteries would always have enough charge to start the motor.

A ProMariner ProSport HD 2-bank is $180. You can also install a Noco 2-bank for around $120. Both chargers ship with cables that make it easy to install. Not sure but both may have 120vac power plugs. Mount in a reasonably dry area near the batteries (within cable lengths. Also nice to be able to see front panel for status lights for troubleshooting if you need them. I use both brands on my 4 battery system.
This is on a 215. Marinco plug for your extension cord. The dual battery charger is on the other side of that bulkhead. I put in a NOCO 2X5 amp. Had to extend the chargers leads for the port battery
On mine, there was some plywood glassed in on the back side of that bulkhead so you had something to screw in to. Use short screws

I think that installed or not depends on how hard it is to get to your batteries. Mine are in the bilge close together under the transom, PIA to get to.
I did the same NOCO charger and plug as Coastboater. Install was easy. Happy so far. I'm curious to see how long it will take to fully recharge a battery at 5A after a day of running the 30 Amp potpuller pulling 35lb shrimp pots 300ft. I'm considering installing a bluetooth battery monitor like the Victron in our motorhome.

Harpo , I have. 2013 209 fisherman that I keep in the water end of May till beginning of October. If you have good batteries and turn off the batteries before you get off the boat , you wont need a battery charger . Also how often to you plan on using during the week ? Weekly use no need

Harpo, while it's not certainly not a bad thing to have a charger, it's not really needed on a small boat. Weeks and weeks can go by with no need for a charger.
You mentioned that you want a charger since you'll be keeping the boat in the water. Why is that the deciding factor? That doesn't really change anything compared to keeping the boat on a trailer.

The fog would have little effect on bilge water. In addition regarding rain, that hull is usually pretty dry in the bilge area. If your bilge pump is frequently running you probably have some sort of leak. I think you are trying to fix a problem you may not have.
If you have dual batteries, one would be wired to the automatic bilge. As long as the battery selector is set to OFF when docked, the second battery doesn't get used when the bilge pump runs. That battery will stay charged for a long time.
If the battery that is connected to the pump does run down due to excessive operation, you need to find out why.

Have you verified that you do, in fact, get water into your bilge? You might be doing this all for naught.
However, I'm a big fan of the ProMariner brand. I've been familiar with them for 3 decades - being used on many boats as original equipment and they fare extremely well.
As noted above, close to the batteries is your answer for "where" to mount.
You can run it's power wire to something like a Marinco, hard-wired power inlet, which you can install through the deck in a convenient spot to plug-in your extension cord.
