I've had a 20" Jim Buoy Class IV ring velcro'd to my 180 Sportsman's T Top crossbar, I think it's easier to throw with greater range than a floating seat cushion. I will, however, be investing in a throw bag to attach to it, any recommendations as to length and size of the rope?

How's this gonna work? Which end should of the rope attach to the ring? Or throw them separately?
No real recommedation - see what you see and buy what you like :)

You could attach it to the ring if you wanted, but that defeats the purpose of my points above. But that, of course, doesn't mean you could/couldn't do it.

You can only hold one end to throw it. Don't overthink it - buy it and play with it in your yard. It'll be very clear.
