So, yeah, I would probably lean towards a backer plate rather than just the Togglers (although they are pretty darn good).
Here's one way to do this without having any visible holes
- Get a 3/16" or 1/4" aluminum plate that allows you to make a circle a bit larger than the seat base.
- Cut a hole in the deck about 4" or so, dead center on where the center of the base will be (which will then get covered up by the base.
- Cut the same size hole in the deck.
- Split the aluminum piece in half
- This allows you to slip each piece in through the hole and glue in place with 5200 fast cure. Use some small clamps if needed
- After about 3 days, you can come back and drill your holes for the Togglers
- Now you have the benefit of a true backer plate along with the ease of using a blind fastener like the Toggler
