Windshield Wiper Motor Replacement

Greetings and Salutations All,
Love this forum as a new owner of a 2001 265 Express. Been very informative so far as I have a few fixit projects I am working on and excited to get this baby in the water.

One things I am looking to resolve has to do with replacing a wiper motor, and looking to your collective knowledge for a possible solution. I replaced a non-working Ongaro motor with a new one. There is definitely power to the motor but when I turn it on it doesn't run through it's sweep, however when I lift the wiper just a little bit off the windshield it goes through it's full range. I've tried adjusting the spring in the wiper arm thinking it was holding the wiper blade down too hard on the windshield preventing it's movement, but that hasn't resolved it. Even tried splashing water on the windshield thinking if it was dry it was impeding it's operation, to no avail.

Anyone have any experience or suggestions on how to correct this issue? TIA
