Windshield Wiper Motor Replacement

Greetings and Salutations All,
Love this forum as a new owner of a 2001 265 Express. Been very informative so far as I have a few fixit projects I am working on and excited to get this baby in the water.

One things I am looking to resolve has to do with replacing a wiper motor, and looking to your collective knowledge for a possible solution. I replaced a non-working Ongaro motor with a new one. There is definitely power to the motor but when I turn it on it doesn't run through it's sweep, however when I lift the wiper just a little bit off the windshield it goes through it's full range. I've tried adjusting the spring in the wiper arm thinking it was holding the wiper blade down too hard on the windshield preventing it's movement, but that hasn't resolved it. Even tried splashing water on the windshield thinking if it was dry it was impeding it's operation, to no avail.

Anyone have any experience or suggestions on how to correct this issue? TIA

Maybe wire connects corroded. Had similar issue with my wiper, probably from sitting idle. I nursed it along its sweep and reset the retainer screw. Works ok now. My anchor windlass had same issue. Barely worked and thought the windlass was fried. It was corrosion inside the wire close to the unit. it wasn’t getting full juice from battery. Rewired a small wire section and windlass works strong again.
 
If you're getting full voltage (which should be higher than 12V - and over 13V with the engines running), then you likely have a partially failed wire/connection. Meaning, you can get 12V on a single strand of wire - but that won't supply enough AMPERAGE to run the motor. Starting at the switch, check for this (corroded and/or partially broken). Be sure to check your grounds, as well.

Thanks Sketchywind. I did look at the wire as far as I could pull it out before connecting the new motor and didn't note any corrosion, but I'll check on this further.
