Yes, it is part of the fresh water system. Turn on the fresh water pump and then turn on a hot water spigot in the boat. If water comes out, the tank is full.... BRV

Idon't know about a 92 marlin by my boat has an inline circuit breaker mounted by the batteries. I was messing around with one of them one day and did not realize that I tripped it and I had no dc power at my panel. Poke around to see if you have the same.. BRV

How old are your batteries? I also agree with BobP to check the voltage at the battery terminals with the unit on and off. The voltage should be higher if the unit is supplying a charge. Ditto the other loads being off. Hate to see you buy a new charger when you may need new batteries.. BRV
